Netherlands construction halt threatens 1,300 projects

The suspension of three private quality assurance firms in the Netherlands has potentially forced a halt to approximately 1,300 construction projects. According to the Association of Dutch Municipalities (VNG), the lack of authorized oversight means municipalities are legally required to stop construction activities immediately.

The affected firms include Bureau Kwaliteitsborging based in Amersfoort, Borgings Combinatie Nederland in Heerlen, and Signal Measurement and Control Systems in The Hague. The suspensions for the first two firms are currently set for a three-month period, though the specific reasons for these actions have not been made public.

Under the Quality Assurance for Building Act, which took effect on January 1, 2024, private quality assurance providers are responsible for verifying that simple structures, such as single-family homes and small commercial buildings, meet technical requirements. Without an authorized provider, projects cannot receive completion notices. Legal advisors note that under standard construction contracts, the responsibility for hiring these providers lies with the client, meaning they may bear the resulting delays and additional costs.
