Netherlands enforces stricter waste rules, fining citizen and penalising PreZero

A 70‑year‑old resident of Helmond, Paul de Krom, received a €119 fine for placing a plastic waste collection bag on the street before the legally allowed time. Dutch municipalities set different curfews for when bags may be displayed, ranging from 18:00 in Deurne to 22:30 in Breda, with Helmond requiring placement after 10:00 on collection day.

In a separate case, a court in Overijssel authorised the province of Groningen to impose a daily coercive fine of €50,000 on waste‑processor PreZero for operating a sorting machine without a valid permit. The penalty can rise to €500,000 if the machine continues to run after 12 August. Residents of the Brander flat complex near the Euroborg stadium, represented by Joop Tebbens, have long complained about noise and odour from the facility, and welcomed the ruling as a step toward ending the disturbance.
