Netherlands explores floating construction and river management to combat climate change
Climate change is expected to drastically alter the water patterns in Dutch rivers by 2100, leading to prolonged summer droughts and increased flood risks during autumn and winter. While the average annual water volume may remain stable, the extreme fluctuations between high and low water levels present significant challenges for flood safety, shipping, and river ecology.
To address these shifts, experts suggest giving rivers more space to behave naturally. This approach, which moves away from traditional damming and containment, is a central theme of the 2026 Landscape Triennial in Arnhem. The goal is to design landscapes where soil and water are the guiding principles rather than fighting against them.
In parallel, researchers from the University of Groningen, MARIN, NIOZ, and the Blue Revolution Foundation are investigating the potential of large-scale floating construction. This technology aims to tackle the dual challenges of the national housing shortage and the increasing need for water storage and retention. By scaling up from individual houseboats to entire floating neighborhoods, the Netherlands could create new living spaces without consuming land or reducing water capacity. The Floating Future project has identified ten key questions regarding the viability, feasibility, and desirability of such developments, focusing on infrastructure integration, environmental impact, and local water conditions.
