Netherlands implements priority procedures for scarce electricity grid capacity

Grid congestion is creating significant challenges for housing and infrastructure development in the Netherlands. In Oosterhout, the municipality has implemented a procedure to manage scarce electricity transport capacity. Developers must register projects by September 3 to be included in a priority list, which the municipality will use to apply for capacity from the grid operator Enexis. A ranked list of projects is expected to be published by September 17.

Similarly, in The Hague, the scarcity of electricity connections has led to all requests being placed on a waiting list managed by Stedin. To prevent essential projects from stalling, a national procedure known as ‘Eerder aanvragen’ (Earlier Application) has been established. This allows developers of homes and schools that are not yet fully finalized to secure a place on the waiting list.

The Authority for Consumers and Markets (ACM) has defined a prioritization framework for these scarce resources. Projects serving basic societal needs, such as housing and education, are ranked third in priority, surpassed only by projects that directly reduce grid congestion or enhance safety.
