Netherlands enforces stricter rules on delivery vans and trucks from 2026‑2027

From 1 January 2027 the Dutch government will end the national transition scheme for Euro‑5 diesel vans, tightening zero‑emission zones in dozens of cities. An analysis shows that more than 16 % of delivery vans in Arnhem will be permanently barred from city centres, with an additional 9 % falling into a transitional risk group.

A year earlier, on 1 July 2026, the Netherlands will introduce a truck tax (vrachtwagenheffing) that applies to all N2 and N3 vehicles over 3 500 kg. The RDW warns that the tax applies regardless of ownership, use or whether a vehicle carries a load. Companies must have an approved toll‑device installed before the start date, or risk immediate fines. The agency lists common misconceptions, such as assuming smaller vehicles are exempt or that existing foreign toll devices automatically meet Dutch requirements.
