Netherlands introduces kilometre-based truck toll from July 2026

The Netherlands will launch a kilometre‑based truck toll on 1 July 2026 for all vehicles over 3,500 kg. Drivers must keep the onboard unit (OBU) switched on at all times, unlike the practice in Germany, Czechia, Poland, Slovakia, Hungary and Bulgaria. The system offers few exemptions – only emergency, defence and certain specialised vehicles – and zero‑emission trucks over 4,250 kg remain liable, though at reduced rates.

The Dutch RDW warned that unfamiliarity with the rules could lead to fines, quoting Toll Collection Director Jan Strijk: “Transporters often assume the system is the same as in other European countries, but that is not the case.” Transport companies expect cost increases of up to 10 %. ABN AMRO sector economist Albert Jan Swart noted that many firms will pass the extra charges on to customers, especially for non‑essential goods. Some operators, such as Zwolle‑based Cotap, plan to absorb most of the expense in the short term while seeking efficiencies and expanding their electric fleet; electric trucks benefit from a 75–80 % lower toll rate.

Revenue from the toll will be recycled into the road‑transport sector, funding subsidies for cleaner vehicles and charging infrastructure.
