Netherlands launches Energy Emergency Fund for 500,000 households

The Dutch cabinet has earmarked €193 million for a new Energy Emergency Fund (Noodfonds Energie) to assist low‑income households facing high energy bills this winter. The fund is expected to help roughly 500,000 households, a substantial increase over previous years, and will remain open for at least four months after its launch later this year.

Eligibility requires a gross income up to 130 % of the social minimum with energy costs of at least 8 % of income, or an income between 130 % and 200 % with energy costs of at least 10 %. The fund reimburses half of the amount that exceeds the applicable threshold. Applications can be submitted digitally or on paper.

Minister Carola Vijlbrief said, “Als je elke euro moet omdraaien dan kunnen de stijgende energieprijzen door de oorlog in het Midden‑Oosten flinke stress en zorgen opleveren. … We want to ensure that people with low income and high energy bills receive help.” The measure also includes additional support for households in Caribisch Nederland through an expansion of the existing energy allowance.

Critics note that the formula may exclude very low‑income households that keep their energy consumption low, as the assistance is based on the proportion of income spent on energy.
