Netherlands launches LOE program to integrate energy transition efforts

Starting January 1, 2027, the Netherlands will merge three national programs into the National Support Program for Energy Transition (LOE). This initiative combines the National Local Heat Transition Program (NPLW), the National Regional Energy Strategy (NP RES), and the Integrated Energy System Programming Cooperation (SP IPE) to centralize expertise on heat, sustainable generation, and energy infrastructure.

The LOE aims to help municipalities and grid operators make coordinated decisions regarding gas-free neighborhoods and grid capacity. By integrating these sectors, the program seeks to prevent conflicting regional plans, such as multiple municipalities targeting the same heat source without coordination. The goal is to ensure a reliable and affordable energy supply through better spatial planning and energy mapping.

In a separate application of energy management, GGz Centraal and grid operator Stedin have implemented a group transport agreement (GTO) at the Zon en Schild care park in Amersfoort. This agreement allows new gas-free buildings to operate using existing electrical grid capacity by treating multiple connections as a single group with a shared consumption limit, bypassing local grid congestion issues.
