Netherlands launches National Investment Institution with 6.6 billion euros

The Dutch government has launched the National Investment Institution (NII), which is set to begin operations in 2028 with an initial core capital of approximately 6.6 billion euros. This funding includes 3.3 billion euros in new capital derived from the sale of TenneT Germany, combined with existing capital from Invest-NL and Invest International.

The NII aims to bridge the gap in risk capital for young tech companies, specifically targeting start-ups and scale-ups that struggle to secure funding for large-scale production or international expansion due to high risk profiles or long payback periods. The institution will focus on four key domains, including digitalization and AI.

By utilizing equity, loans, guarantees, and fund investments, the NII intends to mobilize significant private, institutional, and European capital. Through letters of intent signed by private parties, the total investment volume is projected to reach approximately 30 billion euros. Finance Minister Eelco Heinende described the initiative as a bridge between the financial sector and technical innovation.
