Netherlands municipalities face funding gaps for housing infrastructure
Dutch municipalities are reportedly losing an average of 2,500 euros per new home due to insufficient contributions from project developers for infrastructure and public amenities. Research by Stec Groep indicates a declining trend in these contributions: while 70 percent of municipalities recovered more than 5,000 euros per new home in 2020, only 30 percent achieved similar amounts by 2025.
This shortfall is attributed to high land prices, which limit the ability of developers to fund large-scale, area-wide facilities such as access roads and parking hubs. While a majority in the House of Representatives seeks to tighten the Environment Decree to ensure better cost recovery, experts in the Amsterdam Metropolitan Area warn that such measures could lead to prolonged negotiations, increased litigation, and delays in housing construction.
Additionally, the Council of State has issued criticism regarding proposed measures intended to accelerate housing construction procedures, highlighting concerns over administrative overreach in the management of public housing.
