Netherlands Opposes Opening EU Cluster 3 for Serbia Over Rule‑of‑Law Concerns

The Dutch foreign ministry confirmed that the Netherlands does not support opening the EU’s Cluster 3 chapter in Serbia’s accession talks, citing insufficient progress on the rule of law. A spokesperson told Radio Free Europe that “opening Cluster 3 at this time would not be based on merit, given concerns about the rule of law.”

At least five EU member states – the Netherlands, three Baltic countries and Sweden – share this position, also noting Serbia’s failure to impose sanctions on Russia. The European Council has stressed that Serbia must make significant advances in judicial independence, anti‑corruption measures and media freedom before any further negotiating steps. Because all EU members must agree to open a new chapter, the Netherlands’ stance blocks the next phase of Serbia’s EU accession process.

Some countries, including France, have indicated willingness to give Serbia political encouragement in July, but the unanimity requirement means the Dutch opposition remains decisive.
