Netherlands pushes nitrogen permit reforms and clean‑air gains

On 26 June agriculture minister Jaimi van Essen presented a €20 billion measures package intended to lift the country's “nitrogen lock”. LTO chairman Ger Koopmans said, “Without guaranteed permitting the nitrogen approach is doomed,” emphasizing that swift permit issuance is essential for farmers, housing construction, infrastructure and industry. The plan proposes a calculable lower limit for nitrogen emissions, legalisation of certain reporting mechanisms and other steps to enable investment in the agricultural sector.

Separately, the RIVM reported that the Clean Air Accord is on track. If all planned actions are fully implemented, average life expectancy in the Netherlands could increase by four months by 2030, a health gain driven by reductions in fine‑particle and nitrogen‑oxide emissions. The measures include phasing out polluting diesel generators, stricter factory emission standards, and accelerated adoption of electric vehicles. Emissions of nitrogen oxides are projected to be about 8 % lower than earlier estimates, although some areas will still need additional steps to meet future EU standards.
