Netherlands extends zero‑emission zone exemptions beyond 2030 and updates 2024 thresholds

From 1 July 2024 the Dutch RDW will use a revised table of threshold values to decide which non‑zero‑emission vans and trucks can obtain a ZE‑zone exemption. The new rules set a maximum validity of 13 years for newly registered vehicles and 1 year for existing ones. The table has been expanded to cover larger bakwagens (up to 12 t TMM), higher combination weights (over 57.5 t), additional axle configurations (8×2, 8×4 with two steering axles), mobile cranes (code SF) and armored vehicles (code SB).

Municipalities and the national government have also agreed to keep many exemptions in place after 2030. Specialist vehicles such as exceptional‑transport trucks, heavy‑crane trucks, and those with body codes 15, 16, 19, 26, or SF will retain access to ZE‑zones until they reach 13 years of age. Fire‑engine and armored‑vehicle exemptions are extended indefinitely. At the same time, exemptions are withdrawn from categories where clean alternatives now exist, including moving vans, street‑cleaning trucks, sales vans (code 23) and aerial work platforms (code 27).
