New Hampshire and Delaware lead US alcohol consumption rates

New Hampshire and Delaware are leading the United States in per capita alcohol consumption, even as national drinking rates reach record lows. Data from 2025 indicates that New Hampshire has the highest consumption rate at 4.67 gallons of ethanol per person, followed by Delaware at 3.52 gallons. This contrasts with the national average of 2.48 gallons recorded in 2023.

Several factors contribute to these high rates. New Hampshire's state-run liquor system and lack of a sales tax on alcohol attract buyers from neighboring states like Massachusetts, Maine, and Vermont. In fiscal year 2025, the New Hampshire Liquor Commission generated $742.5 million in sales. Similarly, Delaware's lack of state sales tax and its network of warehouse outlets draw shoppers from Pennsylvania, New Jersey, and Maryland.

While overall beverage alcohol volume fell by 5 percent in 2025, these two states maintain elevated levels through competitive pricing. However, officials noted that revenues may face pressure due to declining consumption among younger demographics.
