New Hampshire proposes free community college tuition for low-income families

New Hampshire Governor Kelly Ayotte and Dr. Chuck Lloyd, chancellor of the Community College System of New Hampshire (CCSNH), have announced a proposal to provide free tuition at any in-state community college for students from families earning up to $100,000.

Known as the “Community College Promise Program,” the initiative aims to cover remaining tuition costs after federal and state financial aid has been applied. If enacted by the legislature, the program is intended to be operational by the start of the fall 2027 semester and will be included in the governor’s recommended state budget for fiscal year 2028-2029.

The program would be available to both new and returning students across the state’s seven community colleges, though it does not cover application fees. Governor Ayotte stated the initiative is designed to improve workforce accessibility and affordability for young people and those pursuing second careers.
