New regulatory frameworks for e-bikes are being implemented in different regions, creating varying legal requirements for riders and operators.

In New Jersey, new laws require all e-bikes to be registered with the state. Riders aged 15 and 16 must obtain a motorized bicycle license by passing knowledge, vision, and road tests. Riders aged 17 and older must hold a valid driver's license, and no one under 15 is permitted to operate an e-bike. Additionally, state guidance mandates helmets for all riders regardless of age.

In New South Wales, Australia, new laws govern shared e-bike operators. Operators must now obtain authorization from both Transport for NSW and local councils before deploying devices. The regulations establish minimum standards for insurance, helmets, and trip data reporting. To prevent sidewalk clutter, operators face significant penalties—up to $55,000 plus daily fines—for failing to remove abandoned bikes or blocking pedestrian zones. A per-trip levy will fund a $6.6 million program to help councils establish dedicated e-bike parking bays.
