NSW Greta bus crash report drives biggest bus safety overhaul in 20 years
The Office of Transport Safety Investigations (OTSI) released its final report on the June 11, 2023 Greta bus crash in the Hunter Valley. The investigation found that driver Brett Button, who was under the influence of the opioid Tramadol and driving too fast, should not have been behind the wheel. Button pleaded guilty to 35 offences, including 10 counts of dangerous driving causing death, and received a 32‑year prison sentence.
The report identified systemic failures, notably the absence of an industry‑wide driver management system and inadequate passenger‑ejection protection. It made 21 recommendations to Transport NSW – all accepted in principle – including a centralised record of bus‑driver fitness, stronger medication‑management rules, enhanced seat‑belt enforcement and a review of rollover‑protection standards. Chief Investigator Jim Modrouvanos said “widespread change is required”. The NSW government has committed to implementing the recommendations, describing the upcoming changes as the largest bus‑safety overhaul in two decades.
Transport Minister John Graham and Transport for NSW Secretary Josh Murray emphasised that while the loss cannot be undone, the reforms aim to prevent similar tragedies.
