New York City accelerates Housing Court cases for urgent tenant issues

New York City has introduced an expedited procedure for critical cases within the Housing Court to address urgent tenant issues. Under a new directive from the Civil Court, judges will accelerate hearings related to eviction orders, dangerous building conditions, and prolonged elevator outages.

The measure aims to reduce the months or years typically required to resolve such cases. For certain urgent matters, a judge may be assigned the same day the case is filed, with parties required to appear within five days of notification. This applies specifically to situations where municipal agencies have documented severe violations, such as the loss of essential services like heat, water, electricity, or gas, or when an eviction affects at least one-third of a property.

Additionally, the procedure accelerates Article 7A proceedings, which allow the city or tenants to request an external receiver when landlord negligence creates hazardous conditions. This initiative is part of the administration’s broader efforts to hold negligent property owners accountable through programs like the ‘Block by Block’ plan and the ‘Fix the City’ initiative.
