New York City Council debates e-bike safety regulations

The New York City Council is considering a package of approximately 23 bills and resolutions aimed at increasing enforcement and regulating high-powered e-bikes and scooters to improve street safety.

During a recent hearing, victims of e-bike collisions criticized city officials, arguing that current policies prioritize the convenience of food delivery services over pedestrian safety. Advocates noted that the rise of high-speed micromobility has contributed to an increase in cyclist fatalities. Since 2020, when e-bikes capable of 25 mph were legalized, annual cyclist deaths have risen, with e-bikes accounting for the majority of recent fatalities.

However, officials from the Department of Consumer and Worker Protection expressed concerns regarding the potential unintended consequences of stricter enforcement. They argued that such measures could disproportionately impact immigrant delivery workers, whom they referred to as ‘deliveristas.’ Commissioner Sam Levine suggested that the pressure to meet ‘unrealistic’ delivery times imposed by app-based companies may drive reckless riding behavior, noting that training alone may not suffice if workers fear job loss for failing to meet strict deadlines.
