New York City faces housing shortage as voucher cuts threaten 12,000 families

Mayor Zohran Mamdani argued that New York City should shift from trying to directly build housing to creating incentives for private developers. He highlighted that more than 1,800 developers are ready to build, but lack of economic incentives, streamlined approvals, and certainty have stalled projects. Mamdani cited the discontinued 421a program as an example of how lost incentives have increased construction costs and reduced housing output, and called for new policies that allow developers to earn reasonable risk‑adjusted returns.

At the same time, federal funding for the Emergency Housing Voucher (EHV) program is ending early, affecting 5,200 voucher‑holding families—over 12,000 individuals—in New York City. Housing advocates warned that the cuts could leave many without homes, especially in the Bronx and Brooklyn. The city and state are exploring options, while the New York City Housing Authority is urging affected families to apply for the public‑housing waitlist, though the existing waitlist is already long.
