New York City homeowners sue over pied-à-terre tax rollout

Three New York City homeowners have filed a lawsuit against Mayor Zohran Mamdani and the city's Department of Finance to delay the rollout of a new luxury second-home tax, known as the pied-à-terre tax. The plaintiffs—Rachel O'Brien, Carmine Morano, and Simon Hedley—allege the city mishandled the implementation by incorrectly identifying primary residences as subject to the surcharge and publishing a tax roll containing nearly one million properties, including names and addresses of many who do not own second homes.
