New York City Council approves ban on Central Park horse-drawn carriages
The New York City Council has passed a bill to phase out horse-drawn carriages in Central Park and across all five boroughs, a tradition spanning approximately 150 years. The legislation, known as ‘Romanch’s Law’, is set to take full effect by June 1, 2028.
The move follows intense pressure from animal welfare advocates who argue that the horses face inhumane working conditions and physical exhaustion. Momentum for the ban increased significantly following the June death of Romanch Mahajan, an 18-year-old tourist from India who was killed after being thrown from a carriage when a horse bolted.
The decision has met fierce opposition from the Transport Workers Union, which represents roughly 200 drivers and owners. The union has filed for a temporary restraining order, calling the ban a ‘train wreck of constitutional and due process violations’ and arguing that it fails to provide adequate compensation for the loss of livelihoods and city-issued medallions.
Mayor Zohran Mamdani and Council Speaker Julie Menin support the legislation. While the bill mandates a transition plan for workers, specific details regarding economic relief remain limited. Animal rights groups are currently coordinating with equine sanctuaries to plan for the eventual retirement of the city’s approximately 160 carriage horses.
