New York City mandates 14-day inspections to combat rat infestations

New York City is implementing stricter regulations to combat rodent infestations following the passage of Local Law 8 of 2026. The New York City Department of Health is drafting rules that will mandate inspections of properties within 14 days of receiving a 311 complaint or request regarding rat sightings.

Authored by Brooklyn Councilwoman Susan Zhuang, the legislation aims to address constituent concerns regarding delayed responses to pest reports. The law also requires the health department to record specific data during inspections and mandates a second inspection attempt within 20 days if access is not granted during the first visit. The proposed rules will clarify inspection criteria and the abatement measures required from building owners. A public hearing is scheduled for September 14.
