New York City mayor advances housing reforms and police parking plan

Deputy Mayor for Housing Leila Bozorg defended the inclusion of 25 police parking spaces in an East Village development, calling them “critical parking” for the Ninth Precinct despite the administration’s opposition to minimum parking requirements for new housing. The city argues the spots are necessary given the precinct’s proximity to subway lines.

Mayor Mamdani’s administration also toured city‑owned sites slated for affordable housing, announcing a “reboot” of the New York City Housing Authority (NYCHA) to act as a public developer again. Using the federal Rental Assistance Demonstration (RAD) program, the city plans to partner with private developers to deliver up to 200,000 new affordable units over the next decade. Highlighted projects include the Elliott‑Chelsea and Fulton Houses redevelopment led by Related Companies and Essence Development, and the Sol on Park project at the Morris Houses campus with NRP Group, Selfhelp Realty Group and Foxy Management. State lawmakers are also pushing legislation to create a Social Housing Development Authority to further support public‑developer roles.
