New York City pension payouts face scrutiny amid rising costs

New York City is facing scrutiny over its pension system following reports of high-value payouts to public employees. One notable case involves Peter Stein, a former middle school gym teacher and chief lifeguard, who is receiving a $570,000 pension after careers with the Department of Education and the Parks Department.

Stein's departure occurred during a Department of Investigation probe involving allegations of mismanagement, retaliation, and inaction regarding sexual harassment. He is among 62 retirees who received pensions of at least $200,000 last year, according to data from the Empire Center’s SeeThroughNY website.

The broader trend shows a rise in high-value payouts. The number of retirees receiving six-figure pensions has grown from approximately 1,600 in 2020 to 3,200 in 2025. While the total pensioner population increased by 7% during that period, total payouts rose by 24% to approximately $6.2 billion. Experts note that "between overtime spiking and legacy benefit rules, New York’s pension design rewards benefit padding at the explicit expense of the public."
