New York City proposes massive housing growth strategy

New York City Mayor Zohran Mamdani has introduced a draft for the city’s first “fair housing growth strategy” report, aiming to address the ongoing housing shortage through ambitious construction and preservation targets.

The draft report suggests that approximately 700,000 new homes may be needed over the next decade. This figure is comprised of a current need for 290,000 units, a baseline growth estimate of 240,000 units, and a future need for 170,000 units. Within the next five years, the administration aims to construct 350,000 new homes and preserve 100,000 existing ones.

A key component of the plan involves increasing production in low-growth areas—defined as having an annual growth rate between 0.07 and 0.33 percent—by 6.5 percentage points. On Staten Island specifically, the Department of Housing Preservation and Development plans to increase the housing stock by 9.5 percent over five years, representing roughly 17,675 to 18,000 new units.

The city will utilize a “Block by Block” approach to manage growth at the neighborhood level. Public briefings are scheduled for late August and early September to gather feedback before the final report is published in October.
