New York City to ban Central Park horse-drawn carriages by 2028

The New York City Council has approved legislation to ban horse-drawn carriages in Central Park and throughout the five boroughs, effective June 1, 2028. The decision, passed with 40 votes in favor, 7 against, and 2 abstentions, marks the end of a 150-year-old tourism tradition.

The legislation, named Romanch’s Law, follows the death of 18-year-old Indian tourist Romanch Mahajan in June, who died after a horse bolted and the carriage overturned. The incident intensified long-standing debates regarding public safety and animal welfare. Animal rights advocates have frequently criticized the industry, citing concerns over horse exhaustion and the risks of operating in heavy traffic.

The ban includes provisions for the approximately 150 to 200 workers and carriage owners affected. The city administration is tasked with developing a labor transition program by April 2027, which may include job training, counseling, and potential economic compensation for license holders. Additionally, the law aims to ensure the welfare of the more than 160 horses involved, with measures to prevent them from being sent to slaughterhouses.
