New York City to phase out Central Park horse carriages by 2028

New York City Mayor Zohran Mamdani and City Council Speaker Julie Menin have reached an agreement to phase out the horse-drawn carriage industry in Central Park. A vote on the legislation is scheduled for October 22, with the ban expected to take full effect by June 1, 2028.

The move follows decades of pressure from animal welfare advocates regarding the treatment of horses in urban environments and a series of safety incidents. Most notably, the death of 18-year-old Indian tourist Romanch Mahajan in June, who died after falling from a runaway carriage, intensified calls for the ban.

The proposed legislation, which includes provisions to ensure the humane disposition of animals and prevent them from being sold for slaughter, also includes a workforce transition plan. This plan aims to provide career counseling and employment referrals for the approximately 150 drivers and industry workers affected by the phase-out.
