New York City small businesses sue Mayor Mamdani over municipal grocery plan

The Multicultural Business Coalition (MBC), representing approximately 50 chambers of commerce and hundreds of small business owners, has filed lawsuits in New York State Supreme Court to block Mayor Zohran Mamdani’s plan to establish five taxpayer-funded municipal grocery stores.

The coalition argues that the city-run outlets will create unfair competition for immigrant-owned and minority-owned bodegas and supermarkets. The lawsuits allege that the municipal stores, which are expected to offer a 30% discount on essential goods, violate New York’s civil rights laws and the state constitution’s equal protection clause because small businesses cannot compete with subsidized entities that do not pay rent or full market prices for products.

Mayor Mamdani has defended the initiative, stating it is a necessary measure to combat rising food costs for New Yorkers. He noted that the plan involves only five stores in a city with over 1,000 grocers and cited existing models in Manhattan and Brooklyn that have not negatively impacted surrounding businesses. The project has an allocated capital fund of $70 million, with the first store projected to open in the Bronx by the end of 2027 and all five stores targeted for completion by the end of the mayor’s first term.

Critics and legal counsel for the MBC have compared the potential impact of the municipal stores to the entry of large retailers like Walmart, suggesting the plan could devastate local economies in working-class neighborhoods.
