New York City to move 10,000 children off childcare voucher waitlist

New York City Mayor Zohran Mamdani announced that more than 10,000 low-income children will be moved off the Child Care Assistance Program (CCAP) waitlist. This initiative aims to reduce a backlog of over 29,000 children. Families will be invited to apply for vouchers on a rolling basis, with priority given to those earning less than 300% of the federal poverty level, families experiencing homelessness, and those with children who have special needs.

Due to a $5.2 million city investment, eligible families will not be required to pay traditional out-of-pocket copays. The expansion is supported by a $1.2 billion state investment from Governor Kathy Hochul aimed at universal childcare.

Critics have raised concerns regarding the long-term funding of these expansions. Some argue that the city lacks a comprehensive plan to cover the costs of universal childcare, which could reach $9 billion annually, and point to existing issues such as low wages for childcare providers and delayed payments as significant hurdles to the program’s success.
