New York faces concerns over federal aid cuts and regulatory reforms
New York officials and community organizations are warning of potential economic strain due to changes in federal assistance programs. The Supplemental Nutrition Assistance Program (SNAP) faces shifts in eligibility requirements and work obligations. Additionally, a reduction in federal administrative cost-sharing for SNAP—dropping from 50% to 25% as of October 2026—is expected to cost New York counties approximately $168 million annually. Medicaid also faces modifications, including new work requirements for certain adult beneficiaries scheduled for early 2025.
In a separate development, Governor Kathy Hochul announced the second wave of the ‘EXPRESS NY’ initiative. This regulatory reform package includes 75 measures across 17 state agencies designed to reduce bureaucracy. The initiative aims to save residents millions of dollars and approximately 5 million hours previously spent on administrative tasks. Key focus areas for these reforms include expanding childcare access, supporting small businesses, and reducing housing costs.
