New York Governor Hochul to implement federal freedom scholarships
New York Governor Kathy Hochul has announced plans to opt the state into the federal Education Freedom Tax Credit, a program approved by Congress and the Trump administration. The initiative aims to make more than 2.7 million public, parochial, and private school students in New York eligible for ‘freedom scholarships.’
The program provides a 100% federal tax credit for annual donations of up to $1,700 to approved scholarship-granting organizations. These nonprofit groups distribute scholarships to help families defray tuition costs. Hochul stated that families with incomes up to $500,000 could benefit, and public school students may use the funds for tutoring, transportation, or after-school programs.
The decision faces significant opposition from teachers' unions and advocacy groups, including the NAACP and the NYCLU. Critics argue the program is a ‘back-door privatization scheme’ designed to siphon taxpayer funds away from the public school system. In response, a spokesperson for Hochul stated the credits expand academic opportunities without diverting resources from state or local budgets.
