New York Governor Kathy Hochul Signs FY 2027 Budget with Climate Rollbacks and $1 Billion Energy Rebates

Governor Kathy Hochul signed New York’s fiscal year 2027 budget, which includes the Transportation, Economic Development and Environmental Conservation (TED) bill that softens key provisions of the Climate Leadership and Community Protection Act. The changes delay greenhouse‑gas regulation until the end of 2030, weaken the state’s 2040 carbon‑free electricity target and modify how methane emissions are calculated.

The budget also earmarks a $300 million Rochester‑Monroe Transformation Initiative for infrastructure, park development and new housing, and allocates a $1 billion “POWER” energy‑rebate program that provides checks of $100‑$200 to eligible households to offset rising utility rates.
