New York Governor signs laws to protect minors from AI chatbots and unsecured baby monitors

New York Governor Kathy Hochul has signed two pieces of legislation aimed at enhancing safety for minors. The first law regulates artificial intelligence companion chatbots, prohibiting them from simulating human emotions, claiming to be alive, or asserting personal, romantic, professional, or authority-based relationships with users under 18.

Under this regulation, AI interfaces are forbidden from promoting self-harm, suicide, eating disorders, or substance abuse. They are also prohibited from encouraging children to keep secrets or avoid seeking help from trusted adults. Companies must implement age verification methods that do not rely solely on government-issued identification and must delete age data once verified. Violators may face civil penalties of up to $25,000 per infraction, along with potential orders to destroy illegally collected data or the AI models trained on it.

The second law addresses cybersecurity for internet-connected baby monitors. It requires new devices sold in the state to include protections against unauthorized visual or audio access and mandates clear warning labels regarding internet connectivity and security features.
