New York implements law requiring hair texture training

A new law has entered into force in New York State requiring hairdressers and cosmetology students to be trained in working with all hair types. The legislation aims to prevent discrimination, specifically targeting instances where service providers refuse clients based on hair texture.

Curriculum updates must include instruction on styling curly, wavy, and kinky hair. These requirements are to be integrated into existing study plans without increasing the total hours required for professional licensure. The three-year grace period for schools to adapt their programs has concluded.

The law was promoted by Assemblywoman Michaelle Solages and Senator Jamaal Bailey, and signed by Governor Kathy Hochul. In New York City alone, there are approximately 10,000 beauty salons and 3,000 barbershops, many of which are owned by members of the Dominican community.
