New York joins federal scholarship tax credit program
Governor Kathy Hochul has announced that New York will join the federal Education Freedom Tax Credit Program, an initiative created by the Trump administration. The program, which begins January 1, allows taxpayers to receive federal tax credits for donations made to nonprofit scholarship-granting organizations. These funds can be used by families for private school tuition or specific supports within public schools.
Supporters, including the New York State Conference of Catholic Bishops, argue the move empowers families to choose educational settings that best fit their children’s needs without increasing state costs. The tax credit provides up to $1,700 for individuals and up to $3,400 for married couples filing jointly.
However, the decision has faced criticism from teachers' unions, civil rights groups, and some state lawmakers. Critics contend that while the program uses tax credits rather than direct state vouchers, the indirect effect is the diversion of public resources toward private education. Analysts note that the program arrives amid declining academic performance in reading and math, with K-12 proficiency levels reported at approximately 30% according to the National Assessment of Educational Progress.
