New York City Rent Guidelines Board implements rent freeze

New York City's Rent Guidelines Board (RGB) voted 7-1 in June to implement a rent freeze for approximately 960,000 rent-stabilized apartments. The freeze applies to one- and two-year leases renewed between October 1, 2026, and September 30, 2027. The decision fulfills a central campaign promise by Mayor Zohran Mamdani.

Landlords have filed an Article 78 proceeding to challenge the decision, alleging that the process was a "sham" and that the Mayor exerted undue political influence over the independent board. Legal representatives for property owners argue that the board was stacked with members favorable to the freeze, calling it a "political attack."

While tenants and community organizers have welcomed the freeze as a necessary relief from rising living costs and deteriorating housing conditions, some experts express concern. Arpit Gupta, the sole dissenting vote on the RGB, argued that rising operating costs could lead to the deterioration of stabilized units and increased rents in non-controlled apartments. Economists have also noted that rent controls can act as price ceilings that potentially reduce housing supply.
