New York lawmakers propose mandatory later school start times

Lawmakers in the New York State Legislature have introduced legislation aimed at establishing minimum start times for public schools across the state. Senate Bill S2631 and Assembly Bill A7398 propose prohibiting elementary schools from starting before 8:00 a.m. and secondary schools from starting before 8:30 a.m. Under the proposed rules, schools that fail to comply could face a loss of state education funding.

The legislation is a response to a trend of increasingly early start times, with some elementary schools beginning as early as 7:50 a.m. This shift is largely attributed to a statewide shortage of school bus drivers, which has forced districts to stagger schedules to accommodate limited transportation resources.

Proponents of the bills, including health advocates, argue that extremely early start times negatively impact student health by interfering with critical REM sleep cycles. They contend that later start times are necessary to prevent measurable harm to young children.
