New York man arrested for 2015 Flagler County sexual battery

Kaivan Rahbar, a 64-year-old resident of Melville, New York, has been arrested in connection with a 2015 sexual battery case in Flagler County, Florida. The arrest follows a breakthrough involving DNA and toxicology evidence.

In July 2015, a 19-year-old woman reported being drugged and sexually assaulted after meeting Rahbar at a used car lot he owned. While investigators initially could not prove the victim had been drugged, the case went dormant for years. The investigation was reactivated in July 2025 after the victim requested her case file.

New testing of the victim’s 2015 blood sample at a laboratory in Pennsylvania yielded a positive result for Zolpidem, a sedative. Following the discovery, an arrest warrant was issued on August 3, 2026. Rahbar was located in New York and placed on no-fly status before being arrested by the Suffolk County Police Department. He faces charges of sexual battery on a fugitive warrant.
