New York officials respond to ICE shooting and new campus assault legislation

In New York, political debate has emerged following an incident involving ICE agents and Oscar Belgal. Belgal, who had prior arrests involving robbery and drug offenses, was shot and wounded by federal agents during an attempt to take him into custody. New York Governor Kathy Hochul and New York City Mayor Zohran Mamdani have expressed criticism regarding the shooting.

Separately, New York State Assembly member Grace Lee has introduced the ‘Survivor’s Choice Act’. The proposed legislation would require both public and private universities to reimburse tuition to students who take a leave of absence or withdraw due to domestic violence, stalking, or sexual assault. The bill was introduced following reports that a student at Cornell University was denied a refund after seeking a leave of absence following an alleged gang rape. To invoke the act, students would need to provide documentation such as a police report, medical record, or an order of protection.
