New York proposes Delivery Protection Act for last-mile market

The Delivery Protection Act in New York proposes a regulatory framework to qualify companies seeking access to the last-mile delivery market. The legislation aims to address labor outsourcing and protect worker rights by establishing a qualification system for operators who manage or control essential service activities and delivery infrastructure.

Introduced to the New York City Council as Int. 518-2026, the proposal includes provisions to limit outsourcing for certain activities, protect workers during transitions, and introduce mandatory training obligations. Following a hearing on April 9, 2026, the project was referred back to the Committee on Consumer and Worker Protection and has not yet been approved.
