New York uses Dolly Parton lyrics on highway signs for safety tribute

Following the death of Dolly Parton on August 25 at age 80, Governor Kathy Hochul directed the New York State Department of Transportation to display Dolly-themed safety messages on electronic highway signs. The tribute included lyrics such as ‘JOLENE, JOLENE, JOLENE DON’T SPEED’ and ‘I WILL ALWAYS LOVE SAFE DRIVING.’ Additionally, 17 landmarks across the state were illuminated in pink to honor the singer.

The use of pop-culture references has raised questions regarding Federal Highway Administration (FHWA) guidelines. The FHWA’s Manual on Uniform Traffic Control Devices suggests that changeable message signs should provide clear, simple meanings to minimize driver distraction. The guidance notes that witticisms and colloquialisms can increase the cognitive processing required by drivers. While the use of humor is not strictly banned, the agency advises that officials use judgment to ensure messages remain straightforward and safe.
