New Zealand biosecurity minister addresses plant import system concerns

New Zealand Biosecurity Minister Andrew Hoggard has acknowledged concerns from horticulturalists regarding a broken plant import system. Industry representatives, including the Yummy Fruit Company, have described a crisis of confidence caused by high costs and significant delays in importing new plant varieties.

Industry leaders noted that bringing a new commercial variety to New Zealand can cost up to $200,000 and take three years due to quarantine requirements. This stands in stark contrast to Australia, where the process can cost between $8,000 and $20,000 and take only one year. Growers argue these delays prevent the introduction of innovative varieties, such as new pear types, which could help double fruit exports.

Minister Hoggard stated that outdated rules have forced the cessation of several plant imports because biosecurity risks are no longer managed effectively. He indicated that work is underway to redevelop import rules and accelerate the process through Biosecurity NZ.
