New Zealand councils implement governance and amalgamation changes

The Hamilton City Council has voted to implement a new governance structure for the remainder of the 2025-28 term. The revised model replaces the previous committee system with four specific committees focused on finance and assurance, infrastructure, prosperity, and resilience. Additional subcommittees will oversee procurement, funding, partnerships, and regulatory matters.

In a related move to address community concerns, the Council approved drafting a Local Alcohol Policy targeting off-licence premises, such as supermarkets and bottle stores. This follows research indicating that 61% of survey respondents felt there were too many bottle stores in their areas.

Separately, the Thames-Coromandel District Council (TCDC) has voted to enter the Government’s Head Start amalgamation process following a 7-4 split decision. The move involves a Memorandum of Understanding with the Hauraki, Matamata-Piako, and Coromandel District Councils. Critics of the decision argue that the binding nature of the agreement limits the council's ability to negotiate better terms or explore alternative options before the 2028 local elections.
