New Zealand councils propose major rate hikes amid rates capping legislation

New Zealand councils are proposing significant increases in differential rates for the primary sector to fund road maintenance. In some instances, forestry owners face proposed rate hikes between 200% and 1200%. For example, a forestry block in Carterton could see rates rise from $13,759 in 2026-27 to $183,548. Industry representatives have expressed concern that these differential rates penalize legitimate businesses and stimulate regional growth, noting that while a 4% general rates cap is set for 2029, there is currently no limit on differential rate increases.

In response to fiscal concerns, the Finance and Expenditure Committee is seeking public submissions on the Local Government (Rates Capping) Amendment Bill. The bill aims to promote fiscal responsibility and cost predictability by introducing minimum and maximum target ranges for annual non-water-related rate increases, with an initial target of 2–4 percent. The legislation would establish a regulatory function within the Ministry for Cities, Environment, Regions and Transport to ensure council compliance, while providing exemption mechanisms for specific circumstances.
