New Zealand councils push back on central government's local reform plans

Waikato Regional Council officials are monitoring the government’s approach to avoid a clash between the Resource Management Act (RMA) reforms and the proposed Waikato Regional Plan Change 1 (PC1). Council director Tracey May said the council has incorporated the Environment Court’s 20 mandated changes to PC1 and awaits a decision expected in September, while a separate High Court appeal by Wairakei Pastoral remains pending.

Manawatū District Council voted unanimously to reject the government's compulsory amalgamation proposal under the Head Start local‑government reform pathway. Mayor Michael Ford and councilors stressed the need for a community‑led process and cited that over 85% of public submissions opposed forced amalgamation. The council will continue to engage with neighboring councils and the government on alternative reform options.
