New Zealand councils submit local government reform proposals

New Zealand local government reform is progressing as various councils submit proposals under the Government’s Simplifying Local Government programme. In the Bay of Plenty, the Western Bay of Plenty District Council has been included in a Head Start proposal following a decision by the Rotorua Lakes Council to submit a joint plan with the Tauranga City Council.

If approved, this could lead to the creation of a new unitary council covering both Tauranga and Western Bay, alongside proposed ‘Central’ and ‘Eastern’ unitary councils for the wider region. The Ministry for Cities, Environment, Regions and Transport (MCERT) will assess these proposals before providing recommendations to Ministers in September.

In the Waikato region, reform efforts include a proposal for a Western Waikato Unitary authority that would merge five councils: Waikato, Hamilton City, Waipā, South Waikato, and Taupō. Additionally, Ōtorohanga and Waitomo have submitted plans to merge into a King Country authority. These draft plans aim to balance regional economic growth and infrastructure with local district autonomy.
