New Zealand government reforms retirement village repayment rules
The New Zealand Government has announced strengthened protections for retirement village residents, focusing on faster access to funds. Associate Housing Minister Tama Potaka stated that the maximum repayment period for residents will be reduced from 12 months to nine months. Additionally, operators will be required to pay 10 per cent of net termination proceeds within four weeks, replacing a previous proposal for interest payments after six months.
The government rejected a proposed three-month repayment deadline, citing modeling that suggested such a short window could require the sector to hold billions in additional capital, potentially increasing the cost of entering a village by up to $118,000.
In contrast, the Labour Party has proposed even stricter measures, promising to introduce legislation within 100 days that would require 10 per cent of owed money to be paid within five working days, with the remaining balance due within three months. Labour’s proposal would also cover existing residents, whereas the current government's reforms focus on new occupation-right agreements.
