New Zealand Government announces cap on council rates increases

The New Zealand Government has announced plans to cap annual council rates increases within a target range of 2% to 4%. Local Government Minister Simon Watts stated the measure aims to ease cost-of-living pressures and drive fiscal discipline. The caps are intended to take full effect from 1 July 2029, with councils required to consider the target range when preparing long-term plans starting 1 July 2027. Exemptions may be available for exceptional circumstances, such as recovery from natural disasters.

Minister Watts clarified that the cap will not apply to council fees and charges, such as building consents or development contributions, following initial confusion regarding the Prime Minister’s comments on the matter.

The Taxpayers’ Union has criticized Local Government New Zealand (LGNZ) for allegedly downplaying the savings of the cap. While LGNZ claimed an average household would save $34 annually, the Taxpayers’ Union cited government figures suggesting an average saving of $134 per year over seven years. Conversely, LGNZ expressed concern that the exclusion of fees and charges from the cap raises questions about how councils will fund infrastructure and growth.
