New Zealand introduces bill to strengthen border security
The Customs and Excise (Border Security) Amendment Bill has been introduced to the New Zealand Parliament to strengthen the country’s ability to combat transnational, serious, and organised crime (TSOC). Customs Minister Casey Costello stated that the bill is necessary to address a changing threat environment, noting that drug intercepts increased from 1.5 tonnes in 2018 to 6.5 tonnes in 2024.
The proposed legislation includes measures to strengthen security requirements in Customs-controlled areas and export storage facilities, increase penalties for serious offending, and provide Customs with additional operational powers. It also aims to modernise digital border capabilities, improve information-sharing, and enhance officer safety.
Minister Costello highlighted that criminal cartels are increasingly leveraging technology and exploiting legitimate trade and travel systems, sometimes targeting individuals with access to secure areas, such as baggage handlers. The bill also seeks to address the growing trade in child exploitation material.
